UC Alumnus, Ambassador NORNG SAKAL, Appointed Ambassador for the Kingdom of Cambodia to the Republic of Indonesia and Permanent Representative of Cambodia to ASEAN
Ambassador NORNG SAKAL was born on 3rd December 1965 in SangkatTuolKork, Phnom Penh, Cambodia to mother NouvYat and father Norng Phon. Before Democratic Kampuchea, his father served as a teacher in Anuwat High School in Phnom Penh. Sadly, both of his parents passed away during the hardship of Pol Pot’s Democratic Kampuchea Regime (1975-1979). After the collapse of Democratic Kampuchea, his aunt and uncle adopted him.
Whist working for the Ministry of Foreign Affairs and International Cooperation of Cambodia, Ambassador NorngSakal was appointed as Bureau Chief in charge of political and security related matters of the General Department of ASEAN-Cambodia in 1999. He was assigned as a professional attachment program officer at the ASEAN Secretariat from 2001-2002. Additionally, he was selected by the Ministry of Foreign Affairs and International Cooperation of Cambodia to join a number of capacity building/training courses for mid and senior government officials across many disciplines such as diplomacy, international law, international security regime, as well as information technology in many locations including Kuala Lumpur, Tehran, New Delhi, Brussels and Paris. Subsequently, in 2002 he was appointed as deputy director or according to the structure of ASEAN-Cambodia "head of division". As head of division for ASEAN Political and Security Affairs he was assigned to attend many ASEAN Meetings under the ASEAN Senior Official purview.
In 2006, he graduated from the University of Cambodia with a Master’s of Arts in Political Science. After graduation and years of experience as the head of division, Ambassador NorngSakal was assigned as counselor/deputy chief of mission of Cambodia to BENELUX (Belgium, Netherlands and Luxembourg), Austria and European Union (EU) fromOctober 2007 to January 2011. In December 2013, Ambassador NorngSakal was nominated as Director-General of the General Department of ASEAN-Cambodia of the Ministry of Foreign Affairs and International Cooperation. During his tenure as Director-General of ASEAN-Cambodia, he focused primarily on successfully increasing ASEAN tasks while creating a strong cohesive working environment in order to best contribute to the achievements of ASEAN-Cambodia.
He is a part of a diverse community of cultures and beliefs, which has paved the way for him to follow a conducive and constructive path. Friendly relationships with the people surrounding you are very important, and his friends and family are considerably importantin his work and his life. He has expressed his thanks for all those who have supported him throughout his life.He strongly expressedhis thanks to H.E. Dr. Kao Kim Hourn, currently Minister Delegate attached to Prime Minister SamdechTecho HUN SEN, former Secretary of State of the Ministry of Foreign Affairs and International Cooperation who he has known since 2001 when H.E. Dr. Kao first joined the Foreign Ministry of Cambodia in his capacity as ASEAN SOM Leader of Cambodia. The Ambassador expressed his thanks to H.E. Dr. Kao by saying that he provided a chance to learn and build his experience through professional capacity building and networking.
On 3rd March 2015, by virtue of the Royal Decree of His Majesty King NORODOM SIHAMONY of Cambodia, with the approvaland trust of nomination of SamdechTecho HUN SEN, Prime Minister of the Kingdom of Cambodia and H.E. Deputy Prime Minister HorNamhong, Minister of Foreign Affairs and International Cooperation, he was appointed as Ambassador Extraordinary and Plenipotentiary of the Kingdom of Cambodia to the Republic of Indonesia and the Permanent Representative of the Kingdom of Cambodia to ASEAN.
NorngSakal's mission as Ambassador of the Kingdom of Cambodia to the Republic of Indonesia and Permanent Representative of Cambodia to ASEANat this juncture is to make sure that the existing friendly relations which was established between the Kingdom of Cambodia and the Republic of Indonesia since 1957 and reestablished in 1992 are further deepened and broadened to a higher plane through cooperation and collaboration in political and security, economic and trade as well as socio-cultural areas. His mission is designed to make sure that the existing important role of Cambodia within the ASEAN framework will be further enhanced, thus contributing to the mutual benefit and interest of the people of Cambodia and Indonesia as well as for the sake of the success of ASEAN Community building and ASEAN Community Post-2015.
